Understanding the regulatory framework in Canada
In Canada, providing any advice regarding study permits, visas, or immigration status for a fee is strictly regulated. You must be a member of the College of Immigration and Citizenship Consultants (CICC).
RCIC (Regulated Canadian Immigration Consultant): This is the license required to operate an independent consulting business.
Requirements: You must complete a Graduate Diploma in Immigration and Citizenship Law (offered by Queen's University or Université de Montréal for Quebec practice) and pass the Entry-to-Practice Exam (EPE).
RISIA (Regulated International Student Immigration Advisor): This license is specifically for advisors working internally at a school (Designated Learning Institution). You cannot use this license to run a private independent firm.
Quebec Requirements: If you consult for students coming to Quebec, you must also be registered with the Registre québécois des consultants en immigration.
